Ms. Rickman stated that decent, safe, and affordable housing is one of the basic necessities of life <br /> and is of vital importance to the health and well -being of all Pleasanton residents. She noted the <br /> second annual Real Estate Market Town Hall meeting on May 27. <br /> 11. Public Comment <br /> Kay Ayala stated that on June 18 the Court of Appeals will hear the appeal that stripped Pleasanton <br /> residents of their right to vote on the Oak Grove project and asked the Council to direct the City <br /> Attorney's office to file an amicus brief in support of the appeal. <br /> Doug Miller spoke about Memorial Day and said it is an opportunity for all citizens to express <br /> appreciation and support for those veterans who have given their lives during the full course of our <br /> history. <br /> Mayor Hosterman added that the Memorial Day celebration will be held at the cemetery and <br /> thanked the downtown rotary club for their efforts to upgrade the cemetery. <br /> Kathy Dowding read the names of the 29 soldiers most recently killed in the war, encouraged <br /> everyone to reflect on the cost of war and particularly as we approach Memorial Day to remember <br /> the men, women, and families who have suffered as a result and said Pleasantonians for Peace <br /> continues to hold a monthly vigil. <br /> Michelle Seabrook addressed Council's recent approval of a new residential recycling program and <br /> shared her recent research on the rates, histories, and variables of other cities as they compare to <br /> Pleasanton Garbage Service. She urged the Council to reverse its decision, as the new recycling <br /> program will create undue financial burden, parking issues, street noise, and emissions <br /> Mayor Hosterman assured that this was a difficult decision and that despite repeated marketing <br /> efforts the Blue Bag Program just did not take off. She cited repeated questions over the City's lack <br /> of a curbside recycling program and said that this is the very best that can be done to address that. <br /> Councilmember McGovern relayed concerns from Carmen Rivera, stating that Ms. Rivera has <br /> issues with a bus stop located at Stoneridge Drive and Santa Rita Road. Ms. Rivera is particularly <br /> concerned about ADA compliance and her ability to access the stop with her wheelchair. <br /> Councilmember McGovern stated she spoke with Mr. Fialho who confirmed that staff is proposing <br /> installation of a bus stop at that intersection as part of the next Capital Improvement Plan. <br /> JoLeeAnn Smith said she was surprised by the Council's recent decision to reinstall some but not <br /> all of the streetlights on Foothill Road and that the dissenting opinion of two residents could carry <br /> such weight. Her home is directly across from one of the empty light standards and that even on a <br /> well -lit summer day, navigating in and out of her driveway is difficult; reinstalling that light would do <br /> a tremendous amount for her peace of mind, the street, and the safety of the residents <br /> David Yaniec asked the Council to reconsider its decision to reinstall only a portion of the lights <br /> along Foothill Road. He acknowledged that Mr. Arioto's and Mr. Decate's homes do front Foothill <br /> Road but said that both homes are set back an average of 75 feet from the road, shielded by dense <br /> shrubbery and foliage and are unlikely to be directly affected by the lights in question. While the City <br /> was rural at one point, it has expanded to such a point that some of that must be lost in the name of <br /> safety.
