XIII. Growth Inducement. <br />A. Significant Effect. Growth inducing impacts asso- <br />ciated with provisions of basic employment, removal <br />of flood hazards, generation of more jobs than em- <br />ployees can be housed locally, and construction of <br />water and sewage treatment and other service <br />facilities likely sized for additional growth. <br />a.1 Finding. Growth inducing impacts have been <br />analyzed separately under each subject matter <br />heading herein and have been found to be avoided <br />or substantially lessened because of the incor- <br />poration of feasible mitigation measures, or <br />have been found unavoidable because mitigation <br />measures and alternatives have been found to be <br />infeasible. <br />a.2 Fact.
