Fill has been located on the site of a <br />residential development currently under con- <br />struction by Ponderosa Homes, Inc. <br />E. Significant Effect. Potential destruction of <br />downstream aquatic populations during construction in <br />the vicinity of Arroyo de la Laguna. <br />e.1 Findinq. The mitigation measure incorporated <br />into the Project will avoid the effect. <br />e.2 Fact. Condition 68 requires Developer to <br />maintain constant flow during construction. <br />X. Visual. <br />A. Significant Effect. Change in visual character of <br />the area, including loss of distant vistas and agri- <br />cultural open space. <br />a.1 Finding. The mitigation measure to leave gaps <br />in landscaping to afford views and retain <br />panoramic views of Pleasanton Ridge from site is <br />infeasible. <br />a.2 Fact. A planned streetscape scene comprises the <br />unifying aesthetic concept of the Project and is <br />a major factor in marketing the Project. <br />a.3 Fact. The high standards and abundant urban <br />landscaping would be beneficial in softening the <br />urban environment by minimizing dust, certain <br />pollutants and noise. <br />B. Significant Effect. Temporary disturbance of site <br />and channels during construction. <br />b.1 Finding. The mitigation measure incorporated <br />into the Project to reduce temporary disturbance <br />substantially lessens the effect. <br />b.2 Fact. Condition No. 68 requires that all <br />requirements of the California Department of <br />Fish and Game be met, including revegetation. <br />18. <br />
