b) One off- street parking space, 10 ft. by 20 ft. <br />shall be installed and maintained in addition <br />to two off street spaces for the primary unit. <br />This parking space need not be covered. Minor <br />variations of the parking standards of this <br />chapter contained in Article 16 with regard <br />to location and manueverability may be authorized, <br />c) The secondary dwelling unit shall be attached <br />to the primary residence and shall involve not <br />more than 400 sq. ft. in additional floor area <br />to the primary residence. <br />d) All zoning standards regarding height, setbacks, <br />coverage, and related limitations for the district <br />in which the lot is located shall apply as con- <br />tained in Article 3 of this chapter. <br />e) The Design Review Board may attach additional <br />conditions as to design, color, materials, siting <br />and related matters as may be reasonably required <br />to make the secondary unit blend into the <br />neighborhood environment. <br />f) Construction requirements shall be those of the <br />Uniform Building Code and related codes as adopted <br />and enforced by the City. <br />2- 6.33.09 Permits and Fees. All permits and fees <br />normal and customary to the building of a multi- <br />family dwelling unit zoned RM -4 shall apply to the <br />addition of a secondary dwelling for rental purposes <br />on a single family lot. These permits and fees include, <br />but are not limited to, building permit and plan checking <br />fees, plumbing, electrical and heating ventilation permits <br />and fees, drainage, water, sewer fees and surcharges, <br />residential construction (bedroom) tax and park dedication <br />fees and any other fee normally and customarily collected <br />by the Building Division for checking plans and issuing <br />a permit for a new residence. Fees related to growth <br />management, namely capital improvement fund, and <br />housing trust fund fees shall not be collected. <br />2- 6.33.10 User Fees. Upon occupancy of any secondary <br />dwelling unit for rental purposes the owner shall be <br />responsible for all utility and other service use fees <br />and charges for the secondary unit as an individual <br />dwelling unit in addition to any fees and charges for <br />the primary residence. All fees and service charges <br />to the secondary dwelling unit shall be based on those <br />normally applicable to an individual multi family <br />dwelling unit zoned RM -4. All fees and charges to the <br />primary dwelling unit shall remain as those normally <br />applied to a single family dwelling. <br />
