Specific Plan. The method of this determination and <br /> time of payment shall be made prior to approval of the <br /> final map for the project. <br /> <br />14. Prior to submittal of the tentative map, the project <br /> shall submit a preliminary grading plan showing proposed <br /> grading of this site in conjunction with the pad <br /> elevation and top of berm heights of all adjoining <br /> residential properties. The grading plan, if feasible <br /> due to utility and flood plain mitigation constraints, <br /> shall fix pad grades adjacent to the California Commons <br /> subdivision at or slightly below the rear yard <br /> elevations of those lots; the pad grades along the <br /> western boundary of the project shall be at or below the <br /> existing berm forming the western boundary of the site; <br /> however, in no instances shall a slope berm be allowed <br /> to reduce the flat rear yard area in any back yard to <br /> less than 14' depth. <br /> <br />15. The project shall be responsible for undergrounding <br /> existing overhead power lines on this site. <br /> <br />16. The developer shall prepare for Planning Director/City <br /> Engineer review and approval a preliminary <br /> erosion/sediment control plan designed to avoid erosion <br /> or siltation of the Arroyo Mocho. <br /> <br />17. Prior to submittal of a tentative map, the developer <br /> shall design a soundwall along the 1-580 freeway. The <br /> design of the soundwall and the level of noise reduction <br /> achieved by the soundwall shall be reviewed by the <br /> Planning Commission in conjunction with the approval of <br /> the tentative map. In the event this site lies within <br /> the 55dBA CNEL noise corridor due to aircraft noise <br /> alone, the project shall employ noise mitigations <br /> meeting City Standards for all structures exposed. <br /> <br />18. The builder/developer shall give express notice to all <br /> buyers of the existence of the Livermore airport, its <br /> location, flight patterns, and potential air traffic <br /> increases as disclosed in the Airport Master Plan. <br /> This notice shall be reviewed and approved by the City <br /> Attorney prior to sale of any unit in this project. <br /> <br />19. The revised plan shall allow solar heating and cooling <br /> (both passive and active) the maximum existent <br /> feasible. <br /> <br />20. Automatic garage door openers shall be installed for all <br /> units with driveways of less than 23 feet length. <br /> <br />21. The 26 duet units shall be made available for sale to <br /> first-time home buyers whose income shall not exceed <br /> moderate income levels as described in the applicant's <br /> <br /> -3- <br /> <br /> <br />
