c. Fills shall have subdrains in accordance with the recom- <br /> mendations of the geotechnical consultant, as reviewed and <br /> approved by the City's geotechnical engineering firm and <br /> the City Engineer, and irrigation systems shall be de- <br /> signed and operated to minimize lot groundwater seepage. <br /> <br />24. The applicant shall provide locked gates with knox boxes at <br /> each end of the emergency access road to prevent access of <br /> private vehicles into project open space areas. All emergency <br /> vehicle access roads and maintenance roads to public utilities <br /> shall be paved. The minimum width of these roads shall be 20 <br /> feet for EVAE's and 12 feet for maintenance roads. A typical <br /> section for each type of road shall be shown on the tentative <br /> map. <br /> <br />25. The homeowners association shall maintain a liaison with the <br /> Police Department. The CC&R's for the project shall include a <br /> provision for such liaison. <br /> <br />26. The applicant shall contribute funds toward acquisition of a <br /> new off-road 4-wheel drive vehicle and a new on- off-road <br /> motorcycle for the Police Department, and a 4-wheel drive grass <br /> rig for the Fire Department. This contribution shall be a pro- <br /> rated share of properties developing along Foothill Road. The <br /> costs shall be determined at the tentative map stage. <br /> <br />27. The applicant shall prepare a wildland fire protection plan for <br /> the project, subject to the approval of the Fire Chief and the <br /> Planning Director prior to recordation of the final map. <br /> Visual and biological concerns and effects shall be incorpo- <br /> rated into the plan, and the plan shall be coordinated with the <br /> re-vegetation landscape plan. The plan shall also include <br /> provisions for on-going maintenance of all fire protection <br /> measures. On-going maintenance by the homeowners association <br /> shall be provided for in the CC&R's for the project. Automatic <br /> house fire sprinklers shall be considered as part of the plan <br /> and shall be required to reduce the need for firebreaks along <br /> rear lot lines. <br /> <br /> 28. The applicant shall require all construction contractors to <br /> water exposed surfaces in late morning and at the end of each <br /> work day, with increased watering when wind speeds exceed ten <br /> mph. Contractors shall also be required to cleanup mud and <br /> dust carried onto City streets by construction vehicles on a <br /> daily basis or as determined necessary by the City Engineer. <br /> <br /> 29. All site improvement activities shall be limited to the hours <br /> of 8:00 a.m. to 5:00 p.m. All construction equipment shall <br /> meet DMV noise standards and shall be equipped with muffling <br /> devices.
