c. Fills shall have subdrains in accordance with the recom- mendations of the geotechnical consultant, as reviewed and approved by the City's geotechnical engineering firm and the City Engineer, and irrigation systems shall be de- signed and operated to minimize lot groundwater seepage. 24. The applicant shall provide locked gates with knox boxes at each end of the emergency access road to prevent access of private vehicles into project open space areas. All emergency vehicle access roads and maintenance roads to public utilities shall be paved. The minimum width of these roads shall be 20 feet for EVAE's and 12 feet for maintenance roads. A typical section for each type of road shall be shown on the tentative map. 25. The homeowners association shall maintain a liaison with the Police Department. The CC&R's for the project shall include a provision for such liaison. 26. The applicant shall contribute funds toward acquisition of a new off-road 4-wheel drive vehicle and a new on- off-road motorcycle for the Police Department, and a 4-wheel drive grass rig for the Fire Department. This contribution shall be a pro- rated share of properties developing along Foothill Road. The costs shall be determined at the tentative map stage. 27. The applicant shall prepare a wildland fire protection plan for the project, subject to the approval of the Fire Chief and the Planning Director prior to recordation of the final map. Visual and biological concerns and effects shall be incorpo- rated into the plan, and the plan shall be coordinated with the re-vegetation landscape plan. The plan shall also include provisions for on-going maintenance of all fire protection measures. On-going maintenance by the homeowners association shall be provided for in the CC&R's for the project. Automatic house fire sprinklers shall be considered as part of the plan and shall be required to reduce the need for firebreaks along rear lot lines. 28. The applicant shall require all construction contractors to water exposed surfaces in late morning and at the end of each work day, with increased watering when wind speeds exceed ten mph. Contractors shall also be required to cleanup mud and dust carried onto City streets by construction vehicles on a daily basis or as determined necessary by the City Engineer. 29. All site improvement activities shall be limited to the hours of 8:00 a.m. to 5:00 p.m. All construction equipment shall meet DMV noise standards and shall be equipped with muffling devices. When necessary, shielding material shall be used for unusually high noise generation sources. Rev.6/19/90 -18-
