f. The applicant's geotechnical engineer shall conduct a <br /> detailed technical analysis of lots with common soil type <br /> and cut-fill characteristics and make specific recommenda- <br /> tions as to soil preparation and foundation <br /> type. <br /> <br />21. The applicant shall mitigate hazards relating to seismic activ- <br /> ity as stated in the EIR for the project. Such mitigations <br /> shall include the following: <br /> <br /> a. All potentially active faults shall be identified on the <br /> site prior to tentative map approval. Geologic investiga- <br /> tions, including trenching, shall be conducted by the <br /> certified engineering geologist to confirm the absence of <br /> active surface faulting within "Special Studies Zone" <br /> boundaries before permitting construction of structures <br /> for human occupancy within zone boundaries. The certified <br /> engineering geologist shall recommend necessary setbacks. <br /> b. Roads, bridges, and utility lines which cross an active <br /> fault trace shall be designed and constructed in a manner <br /> that recognizes potential surface displacement. Water, <br /> gas, and electric lines shall be equipped with automatic <br /> shut-off devices which operate if service is interrupted. <br /> c. No structure for human occupancy shall be located on or <br /> adjacent to an active or potentially active landslide. <br /> <br />22. The applicant shall mitigate impacts relating to erosion as <br /> stated in the EIR for the project. Such mitigations shall <br /> include the following: <br /> <br /> a. "State of the practice" construction methods for hillside <br /> developments shall be followed during grading operations <br /> to control wind and water erosion. <br /> b. Where necessary, natural creeks shall be armoured as <br /> required by the City Engineer subject to the approval of <br /> any other agency claiming jurisdiction. Visual and bio- <br /> logical effects shall be important considerations in the <br /> type of protection used. <br /> c. A long-term erosion maintenance plan shall be developed by <br /> the applicant's engineer and landscape architect, and <br /> shall be subject to the approval of the City Engineer. <br /> The plan shall include maintenance provisions by the <br /> homeowners association, which shall be incorporated in the <br /> CC&R's for the project. <br /> <br /> 23. The applicant shall mitigate impacts relating to groundwater as <br /> stated in the EIR for the project. Such mitigations shall <br /> include the following: <br /> <br /> a. All existing springs shall be shown on the tentative map. <br /> The specific details of mitigating the springs shall be <br /> determined prior to the approval of the tentative map. <br /> b. Surface drainage improvements shall be installed as re- <br /> quired by the City Engineer. <br /> Rev. 6/19/90 <br /> -17- <br /> <br /> <br />
