Ordinance No. 1469 <br />Page 2 <br /> <br /> 3. The plan is compatible with previously <br /> developed properties in the vicinity and the <br /> natural topographical features of the site. <br /> <br /> The project site is located in an area which is <br /> adjacent to several existing developments located <br /> on the east side of Foothill Road and proximate to <br /> an approved large lot single family hillside <br /> development on the west side of Foothill Road (Yee <br /> property). The proposed residential project is <br /> compatible with these existing developments. <br /> <br /> The question of the project's compatibility with <br /> the natural topography has been a major issue. The <br /> proposed development plan has attempted to reduce <br /> the amount of grading necessary to complete the <br /> project by limiting development to a small portion <br /> of the site and by being sensitive to the natural <br /> features. The proposed streets servicing the <br /> development have been located so as to follow the <br /> general topography of the land whenever possible, <br /> and to minimize.the necessity of large cuts through <br /> the foreridges by utilizing natural saddle <br /> formations for these crossings. In addition, <br /> recommended conditions of approval would further <br /> limit grading and retain natural features. <br /> <br /> 4. Grading takes into account environmental <br /> characteristics and is designed in keeping <br /> with the best engineering practices to avoid <br /> erosion, slides, or flooding so as to have as <br /> minimal effect on the environment as <br /> possible. <br /> <br /> As discussed above, the completed project, <br /> including the construction of the individual homes, <br /> will involve substantial amounts of grading. The <br /> EIR addresses the geological/geotechnical problems <br /> associated with development of the site and <br /> presents specific environmental impacts and <br /> mitigation measures to enable safe residential use <br /> Of the site. These mitigation measures have been <br /> included as conditions of approval. With these <br /> conditions, the environmental impacts of the <br /> project will not be significant. <br /> <br /> 5. Streets and buildings have been designed and <br /> located to complement the natural terrain and <br /> landscape. <br /> <br /> As found earlier, most of the development is <br /> proposed to be located in the least sensitive <br /> portions of the site. The use of narrower <br /> hammerhead private streets helps to integrate the <br /> <br /> <br />
