8. The applicant shall provide solid wood bollards, 30 inches in <br /> height, on the northerly side of the on-site roadway opposite <br /> the driveway aprons on Lots 2,3, and 4 to prevent vehicles <br /> from entering the frontage slope bank. The design and <br /> placement of such bollards shall be subject to the approval <br /> of the Director of Planning and City Engineer prior to <br /> issuance of building permits. <br /> <br />9. The applicant shall redraw the lot lines such that all common <br /> on-site roadways, utilities, and landscaping are included in <br /> a separate lot to be owned by the homeowners association. <br /> The applicant shall record CC&R's for the development, <br /> subject to the approval of the City Attorney, which shall <br /> create a homeowners association and provide for its <br /> responsibility to maintain such common areas. The CC&R's <br /> shall specifically include provisions for the homeowners <br /> association to ensure the continued slope stability of the <br /> common frontage area adjacent to Kottinger Drive. In <br /> addition, the deed restrictions for each lot shall inform <br /> potential buyers that the homeowners association is <br /> responsible for the maintenance and repair of all common <br /> areas, utilities, and the common roadway. <br /> <br />10. The applicant shall revise the landscape plan as follows: <br /> <br /> a. The Pyrus kawakami shall be replaced with an equal <br /> number of Raywood ash trees, at least 24 inch box size. <br /> <br /> b. The applicant shall replace five of the Canary Island <br /> pine trees in the frontage landscape area with five <br /> coast live oak trees. The oaks shall be 24-inch box <br /> size. In addition, the oaks shown between the driveway <br /> aprons shall be increased to 36-inch box size. <br /> <br /> c. An irrigation system shall be designed and installed <br /> which accounts for the slope bank and geogrid material <br /> used in the Kottinger Drive frontage landscape area. <br /> Such irrigation plan shall be certified by the <br /> applicant's geotechnical engineer as appropriate for the <br /> geogrid application. <br /> <br /> The above landscape and irrigation requirements shall be <br /> shown on the final landscape plans submitted for issuance of <br /> building permits and shall be subject to the approval of the <br /> Director of Planning. <br /> <br />11.
