e. The applicant shall reconstruct street curb and gutter <br /> along the project frontage as determined by the City <br /> Engineer. The alignment of the curb from the south <br /> driveway, south through the angle point shall be <br /> redesigned to the satisfaction of the City Engineer. <br /> <br />7. Prior to issuance of a building permit, the applicant shall <br /> prepare a detailed plan showing all improvements to be made <br /> to the Arroyo del Valle for review and approval by the <br /> Director of Planning prior to the issuance of any building <br /> permits for the project. The improvement plan shall be <br /> accompanied by a soils report and shall include the following <br /> items: <br /> <br /> a. The applicant shall install a drip irrigation system for <br /> all new plantings to be installed in the Arroyo del <br /> Valle. <br /> <br /> b. The applicant shall complete all reasonable bank <br /> stabilization work along the Arroyo del Valle to the <br /> satisfaction of Zone 7 staff. An encroachment permit is <br /> required from Zone 7 for all work to be done in the <br /> Arroyo prior to issuance of a building permit. <br /> <br /> c. This development plan is contingent upon the City's <br /> acceptance of a recreation easement from Zone 7 over the <br /> portion of the project site to be dedicated to Zone 7 <br /> which shall be subject to any conditions which may be <br /> attached therein. <br /> <br /> d. The applicant shall enter into an agreement to hold the <br /> City harmless if any improvements are made to property <br /> located within the area of the future recreation <br /> easement. <br /> <br /> e. This development plan shall be contingent upon issuance <br /> of a streambed alteration agreement by the California <br /> State Department of Fish and Game for all work to be <br /> done in and along the Arroyo del Valle. <br /> <br /> f. There shall be only one storm drain outfall to the <br /> Arroyo del Valle (including the public system). <br /> <br /> g. The applicant shall install a wood guardrail along the <br /> project side of the top-of-bank of the Arroyo del Valle. <br /> The guardrail shall have a minimum height of 30", <br /> referenced from the surface height of the driveway and <br /> shall be designed and installed to prevent a vehicle <br /> from entering the Arroyo del Valle. The applicant <br /> shall provide, for review and approval by the City <br /> Engineer the guardrail's design and engineering <br /> calculations. <br /> <br /> -7- <br /> <br /> <br />
