13. The new streets intersecting Vineyard Avenue shall not exceed <br /> 7% grade within 50 feet of the curb line of Vineyard Avenue. <br /> <br />14. The inside radius of the curb return radii shall be revised <br /> to 25 feet minimum. <br /> <br />15. Except for the existing storm drain outfall, all utilities <br /> within the development shall be public and shall be installed <br /> within the private street area and within Vineyard Avenue. <br />16. The applicant shall record with the final map an open offer <br /> to the City of a 10' wide sanitary sewer easement between <br /> Lots 4 and 5 to the Hahner property. <br /> <br />17. There shall be no individual access driveways allowed on <br /> Vineyard Avenue except at the two private streets. <br /> <br />18. The typical private street section shall be essentially as <br /> shown on the development plan; the P.S.E. shall extend across <br /> the street area. The private street section and P.S.E. shall <br /> be shownon the tentative map to the satisfaction of the <br /> Director of Planning. <br /> <br />19. Parking on the private street shall be allowed on only one <br /> side of the street. The developer shall take steps as <br /> necessary to allow City enforcement of parking and other <br /> traffic rules and regulations. <br /> <br />20. Surface runoff to the maximum extent possible shall be <br /> designed to drain toward the streets without crossing other <br /> lots. In the event the final grading plan is not designed to <br /> implement this requirement, then all necessary private <br /> easements and storm lines shall be shown on the tentative <br /> map. No drainage will be allowed to flow over the bank of <br /> the arroyo without Zone 7, and/or East Bay Regional Park <br /> District approval of a required outfall structure. <br /> <br />21. The applicant shall submit a comprehensive grading plan at <br /> the tentative map stage, showing cut and fill areas, building <br /> pads, retaining walls, drainage swales, etc. The grading <br /> plan shall also include a comprehensive drainage plan for the <br /> entire protect site showing individual lot and common on site <br /> storm system. <br /> <br />22. Prior to submittal of the tentative map the applicant shall <br /> have analyzed the existing dump for the extent of hazardous <br /> materials contamination present, soils under the wood shed <br /> for the extent of diesel fuel, oil, and grease contamination, <br /> and the ash layer located beneath the site for possible lead <br /> and/or asbestos contamination. The analysis shall identify <br /> the means of disposal in conformance to local, state, and <br /> federal laws. <br /> <br />23. One of two existing wells on the site shall be destroyed in <br /> accordance with Alameda County Ordinance Number 73.68 and <br /> <br /> -5- <br /> <br /> <br />
