b. A grading plan shall be submitted to an acoustical engineer to verify that the <br /> assumptions contained within the earlier noise study are valid and that exterior noise <br /> levels do not exceed 60 dB and that interior noise levels do not exceed 45 dB for any <br /> lots. If noise levels are predicted to exceed these standards mitigation measures shall <br /> be implemented. Exterior noise reduction measures may include berming, fencing, or <br /> use of building mass. Interior noise reduction measures may include limiting the <br /> houses on these lots to one story, orienting sleeping areas furthest from the noise <br /> source, the use of a mechanical ventilation system with a closed window condition, <br /> double-paned windows, insulation, or seals/stripping. The acoustical review, with any <br /> mitigation, shall be prepared for the review and approval of the Planning Direnor prior <br /> to final map approval. <br /> <br />29. Parks <br /> <br /> a. The applicant shall submit park design plans for all on-site parks and recreational areas. <br /> Conceptual designs of public access/use areas shall be subject to review and comment <br /> of the Parks and Recreation Commission and approval by the Planning Commission in <br /> conjunction with any tentative map application. Final design approval will be required <br /> of the Parks and Recreation Commission prior to recordation of any final map. <br /> <br /> b. All park areas shall be designed to blend with their adjoining natural setting, including <br /> protection of existing trees. Grading and paving shall be kept to a minimum consistent <br /> with park facility needs; however, adequate on-site pax'king shall be provided. <br /> <br /> c. The applicant shall submit hiking Wail design plans which shall be subject to the <br /> approval of the Parks and Recreation Commission. The trails shall be designed to <br /> blend with the natural setting and grading shall be kept to a minimum. The trials shall <br /> terminate on the site but shall be designed so that on-site trials can connect with other <br /> off-site trails. A typical section shall be shown on the tentative map. <br /> <br /> d. Specific details for the crossing of the trail system over the Glenn, Joel, Lehne, et al <br /> access easement shall be shown on the tentative map. In general the crossing shall <br /> occur north of the new security gate location. <br /> <br /> e. The applicant shall provide a public access easement over all hiking trails on private <br /> property allowing the right of public use of the trails. The general terms of the <br /> easement and agreement shall be considered with review of any tentative map. The <br /> City and the applicant shall work together to seek mutually satisfactory resolutions to <br /> issues of joint concern, including access points, liability issues, hours of use, intensity <br /> of use, and the nature and extent of the public's interest in the property. <br /> <br /> <br />
