12. That a minimum of 6 of the townhome units within the project <br /> shall be sold to owner-occupant home buyers whose incomes do not <br /> exceed the "moderate income" level (i.e. no more than 120% of the <br /> median income level for the Alameda and Contra Costa county <br /> areas) as described in the Planning Commission staff report. The <br /> goal of the moderate income program shall be to provide these 6 <br /> units at the lowest possible price. Toward that end, the City <br /> agrees to waive all City fees for the 6 moderate income townhouse <br /> units. Three of the units shall have 3 bedrooms, these units <br /> shall have essentially the same square footage/footprint as the 2 <br /> bedroom affordable units. These details shall be submitted for <br /> review and approval by the Planning Commission prior to or in <br /> conjunction with the submittal of the tentative map. <br /> <br /> 13. Exterior walls shall be free of air conditioning, heating or <br /> other mechanical equipment. <br /> <br /> 14. Final inspection is required by the Planning Department prior to <br /> occupancy. <br /> <br /> 15. Any backflow prevention devices (double check values) installed <br /> with the development shall be painted forest green (Pantone color <br /> system number 2030) and shall be screened with shrubbery. The <br /> shrubbery shall be of a species and planted at a density to <br /> satisfactorily screen the device and shall be designed to blend <br /> with adjacent landscaping. All such devices shall be shown on <br /> the plans submitted for issuance of building permits. The <br /> adequacy of such screening shall be determined by the Planning <br /> Department prior to issuance of building permits. <br /> <br />16. A final detailed landscape plan, which shows the fencing details, <br /> shall be submitted to the Planning Director for review and <br /> approval prior to building permit issuance. <br /> <br />17. The galvanized sheet metal vents shall be deleted from the <br /> gables, and, if necessary, a true louvered attic vent shall be <br /> used. <br /> <br />18. The specifics as to which buildings will have which color scheme <br /> shall be submitted to the Planning Director for review and <br /> approval prior to the issuance of building permits. The color <br /> scheme shall match the colors contained on the color board on <br /> file with the Planning Department. <br /> <br />19. That the applicant shall submit an illumination plan for the <br /> entire project for review and approval by the Planning Director <br /> prior to the issuance of building permits for the project. The <br /> plan shall be designed to provide proper illumination and <br /> security throughout the site and to ensure that no glare impacts <br /> the adjacent residents. <br /> <br />21.
