substantially reduced or will reduce the level of <br /> noise exposure outside the one-story homes to be <br /> built in the 60 dB noise contour so that noise <br /> levels meet the General Plan Noise Element <br /> guidelines and City noise ordinance requirements. <br /> <br />III. FINDINGS ON SIGNIFICANT CUMULATIVE IMPACTS IDENTIFIED IN THE <br /> FINAL EIR <br /> <br /> The cumulative impact analyses performed in the Draft EIR for <br /> air quality, vegetation, and wildlife was based on the <br /> forecast approach (environmental analysis prepared for the <br /> Pleasanton General Plan Environmental Impact Report). For <br /> cumulative traffic, circulation, and noise, the cumulative <br /> impact analyses used both the list approach (past, present and <br /> reasonably foreseeable projects) and the forecast approach. <br /> <br /> The City hereby makes the following findings for significant <br /> cumulative traffic, circulation, and noise impacts identified <br /> in the Final EIR. <br /> <br /> A. Traffic and Circulation <br /> Impacts: <br /> <br /> 1. The City Council finds that cumulative development <br /> in the southeastern Pleasanton area would result n <br /> traffic levels that would exceed the City's adopted <br /> environmental capacity on Independence Drive. This <br /> is a significant impact (Final EIR, page 4-17). <br /> <br /> 2. The City Council finds that cumulative development <br /> in Pleasanton and the region (with or without the <br /> project) could result in significant impacts from <br /> continuing congestion at five intersections in the <br /> downtown area of Pleasanton (Final EIR, page 12-2). <br /> <br /> 3. The City Council finds that cumulative development <br /> in Pleasanton and the region (with or without the <br /> project) would result in regional traffic increases <br /> causing severe congestion on 1-580 and 1-680 <br /> backing up into the City of Pleasanton. This is a <br /> significant impact (Final EIR, page 12-2). <br /> <br /> Facts: <br /> <br /> 1. The project developer redesigned "A" Court and lots <br /> 33 through 38 and 42 through 45 so that no lots <br /> have direct access onto Independence Drive. <br /> Therefore, there is no significant impact and no <br /> further traffic mitigation is required. <br /> <br /> - 22 - <br /> <br /> <br />
