The Final EIR (page 12-2) states the Pleasanton <br /> General Plan Environmental Impact Report states on <br /> page 45: "The Pleasanton General Plan devotes a <br /> great deal of attention to mitigating the traffic <br /> impacts of new development. Many measures are <br /> already included in the Pleasanton General Plan and <br /> are being carried forward in the Pleasanton General <br /> Plan. Those measures include an extensive roadway <br /> monitoring program to assure maintenance of desired <br /> levels of service; development of a comprehensive <br /> traffic flow improvement program, including <br /> computerized monitoring of traffic and signal <br /> synchronization; a program of working with adjacent <br /> jurisdictions to help implement the development of <br /> parallel arterial system that can relieve the <br /> freeway network; continued implementation and <br /> monitoring of TSM measures to reduce overall <br /> traffic, and especially peak hour traffic; and <br /> support for higher density land uses with immediate <br /> access to transit systems." <br /> <br /> 3. The Final EIR (page 12-2) states that the <br /> Pleasanton General Plan Environmental Impact Report <br /> states on pages 46 through 47: "Improvement <br /> districts to develop necessary infrastructure <br /> including freeway interchanges and road <br /> improvements; policies of the Pleasanton General <br /> Plan to provide more housing in Pleasanton, <br /> including affordable housing; and cooperation in a <br /> tri-valley traffic monitoring and improvement <br /> network program." Because improvements to the <br /> freeway or highway network are usually dependent on <br /> state and Federal financing, additional measures <br /> are not available to the. City of Pleasanton to <br /> reduce this impact to a legs than significant <br /> level. <br /> <br />Findings: <br /> <br />1. The City Council finds that with this mitigation <br /> incorporated into the project as a condition of <br /> approval that the impacts will be reduced to an <br /> insignificant level. <br /> <br />2. The City Council has adopted the above-stated <br /> policy measures as mitigation in the Pleasanton <br /> General Plan. <br /> <br />3. The City Council finds that no feasible mitigation <br /> measures are available to reduce this impact to a <br /> less than significant level.
