2. As previously stated, a total of 14 trees including <br /> three heritage oak trees would be removed due to <br /> new street construction and creation of building <br /> sites. The project developer is required to plant <br /> coast live oak, valley oak, California laurel, and <br /> California buckeye trees on the site at a six to <br /> one replacement ratio for each heritage tree and a <br /> three to one replacement ratio for each non- <br /> heritage tree to be removed, in a mix ranging from <br /> seedling to specimen size (24" box). Therefore, <br /> the impact is reduced to a less than significant <br /> level. <br /> <br />3. A detailed re-vegetation plan will be prepared for <br /> all graded areas, giving particular attention to a <br /> program to ensure successful replanting and <br /> maintenance over time. Disturbed slopes to remaiH <br /> in open space shall be replanted with native trees <br /> and compatible shrub and groundcover materials in a <br /> pattern similar to existing site conditions. <br /> Bubbler and drip irrigation systems will be used in <br /> the common open space areas for maximum water <br /> conservation benefits. Selection and placement of <br /> plants shall maintain an unobstructed line of sight <br /> at all intersections. Therefore, the impact is <br /> reduced to a less than significant level. <br /> <br />4. A detailed analysis of the implications of horse <br /> grazing within the blue oak woodland shall be <br /> provided with the tentative map for review by the <br /> Planning Commission. The analysis shall determine <br /> the number of horses that can be grazed in this <br /> area as well as the measures necessary to ensure <br /> the health and survival of the existing trees. <br /> Therefore, the impact is reduced to a less than <br /> significant level. <br /> <br />Findings: <br /> <br />1. The City Council finds that approval of the project <br /> as currently proposed would result in vegetation <br /> impacts as identified in the Final EIR. <br /> <br />2. The City Council finds that mitigation measures are <br /> feasible and are incorporated in the project design <br /> or as conditions of approval. <br /> <br />3. The City Council finds that with measures now <br /> incorporated into the project, imposition of the <br /> above-referenced mitigation measures, and <br /> mitigation measures which will be imposed in <br /> connection with future approvals necessary for the <br /> <br /> - 14 - <br /> <br /> <br />
