4. The City Council finds that the potential "G" Court <br /> extension through' the Lund property to Lund Ranch <br /> road was not evaluated by the Final EIR and, <br /> therefore, requires its own environmental review. <br /> <br />D. Vegetation and Wildlife <br /> Impacts: <br /> <br /> 1. The City finds that approval of the 149 unit <br /> development plan as initially proposed would result <br /> in direct elimination of 11 of the 29 heritage <br /> class native oaks on the site and potential injury <br /> to nine additional heritage class native oak trees.. <br /> This is a potential significant impact (Final EIR, <br /> page 6-3). <br /> <br /> 2. The City finds that approval of the 149 unit <br /> development plan as initially proposed would allow <br /> the horses to graze in the approximately 15 acre <br /> "blue oak woodland" by the southeastern portion of <br /> the project open space area. This intensified <br /> grazing could result in the subsequent loss of all <br /> native oak reproduction plus extensive compaction <br /> of earth under the existing trees. This is a <br /> significant impact (Final EIR, pages 6-3 and 6-4). <br /> <br /> 3. The City finds that approval of the 149 unit <br /> development plan as initially proposed could result <br /> in increased human use of the project's public open <br /> space areas in terms of off-road motorized vehicle <br /> use and picnic or camping fires, which could be <br /> detrimental to open space success (Final EIR, page <br /> 6-4). <br /> <br /> Facts: <br /> <br /> 1. The applicant will submit a Heritage tree plan <br /> subject to the approval of the Design Review Board <br /> prior to recordation of the final map. The tree <br /> plan will identify all trees on the portion of the <br /> site to be developed, replacement of trees which <br /> must be removed, and include detailed measures to <br /> protect trees during and after construction and <br /> grading. The tree plan, replacement planting, and <br /> follow up care will be handled by a horticultural <br /> firm which specializes in the reforestation of Bay <br /> Area woodland sites. Therefore, the impact is <br /> reduced to a less than significant level. <br /> <br /> - 13 - <br /> <br /> <br />
