B. Traffio and Circulation <br /> <br /> Impacts: <br /> <br /> 1. The City finds that the initially proposed 149 unit <br /> development plan could result in exceeding the <br /> City's emergency road standards for length on "C" <br /> Court and slope on "E" Court. This is a <br /> significant impact (Final EIR, pages 4-6 through 4- <br /> 7). <br /> <br /> 2. The City finds that project extension of Mirador <br /> Drive to Bernal Avenue would create a potential <br /> significant impact on street safety along Mirador <br /> Drive (Final EIR, page 4-10). <br /> <br /> 3. The City finds that approval of the 149 unie <br /> development plan as initially proposed would result <br /> in significant traffic safety conflicts between <br /> pedestrian and autos along the project's Bernal <br /> Avenue frontage. This is a significant impact <br /> (Final EIR, page 4-11). <br /> <br /> Facts: <br /> <br /> 1. The project applicant reduced the length of "E" <br /> Court to approximately 500', well under the 700' <br /> limit set-forth in the guidelines by the Institute <br /> of Transportation Engineers for cul-de-sac streets, <br /> reducing this impact to an insignificant level. <br /> <br /> 2. The project applicant will extend Mirador Drive to <br /> "B" Court providing a direct connection to Bernal <br /> Avenue, and therefore, a second emergency access to <br /> "B" Court. Additionally, making Mirador Drive a <br /> through street reduces the length of "C" Court to <br /> approximately 640', which is under the 700' limit <br /> set forth in the guidelines by the Institute of <br /> Transportation Engineers for cul-de-sac streets, <br /> reducing this impact to a less than significant <br /> level. <br /> <br /> 3. Maximum street grades for most project streets and <br /> courts would have a maximum grade of from 9% to 10% <br /> which is well under the City's emergency road <br /> standard. This impact is reduced to a less than <br /> significant level. <br /> <br /> 4. Maximum street grades on "G", "K", and "L" courts <br /> would have a maximum grade of 15%, consistent with <br /> the City's emergency road standard, but exceeding <br /> the Final EIR recommendation of 12%. Thus the 107 <br /> <br /> - 4 - <br /> <br /> <br />
