the year when the trees would naturally expect it. The <br /> storm water runoff during the summer and the peak of the <br /> flow in the winter shall be kept in the storm drain <br /> conduit. <br /> <br /> e. The applicant shall pay a pro-rata share of the costs to <br /> upgrade the McCleod Pump Station, as determined by the <br /> City Engineer. <br /> <br /> f. The developer shall pay a pro-rata share of the <br /> construction of the Bonde II Reservoir costs as required <br /> in previous agreements between the developers of that <br /> reservoir and the City. <br /> <br />15. Traffic Conditions <br /> <br /> a. The developer shall install a traffic signal at the <br /> intersection of Bernal Avenue and Independence Drive. <br /> The developer shall enter into a reimbursement agreement <br /> with the City to recover pro-rata reimbursement from <br /> other benefitting undeveloped properties. The area of <br /> this reimbursement district shall be established prior to <br /> the approval of the final map. <br /> <br /> The signal's design and location shall be reviewed with <br /> the Tentative Map for possible glare to the Hamerton <br /> house (683 Windmill Lane). If the Planning Director <br /> determines the signal will glare into the living areas of <br /> the Hamerton house, the developer will be required to <br /> implement measures to screen the signal. Such measures <br /> shall include, but not be limited to, installing <br /> additional screen planting on the Hamerton lot or along <br /> Bernal Avenue, raising the masonry wall along Bernal <br /> Avenue, orienting the signal targets to face away from <br /> the Hamerton house, etc. <br /> <br /> b. The developer shall stripe a two-way turn lane on Bernal <br /> Avenue between Independence Drive and the Mirador Drive <br /> extension. The developer shall be responsible for any <br /> street widening to accomplish said striping. <br /> <br /> c. The developer shall pay a pro-rata share of the <br /> construction of the Bernal Avenue extension through the <br /> Stanley Business Park as required in a previous <br /> reimbursement agreement between the developers of that <br /> street and the City. <br /> <br />16. Heritage Trees <br /> <br /> The applicant shall submit a Heritage tree plan subject to the <br /> approval of the Design Review Board prior to recordation of <br /> the final map.
