d. The open space area designated on the plan shall be <br /> either owned and maintained by a homeowners association <br /> or by such other mechanism approved by the City to enable <br /> a landscape and lighting maintenance district to be <br /> established. The determination as to which method will <br /> be used shall be made in conjunction with the review and <br /> approval of the tentative map. <br /> <br />e. At the time of tentative map review, the applicant shall <br /> provide an open space maintenance plan and a wildland <br /> fire protection plan for the open space areas of the <br /> project subject to review by the Planning Commission. <br /> The plans' objectives shall be to maintain existing <br /> vegetation, maintain and enhance the open character of <br /> the open space areas, and reduce the risk of open land <br /> wildfire danger to structures to the lowest practical <br /> level consistent with open space values. The plan shall <br /> cover the following issues: <br /> <br /> 1. Define how the open lands of the project will be <br /> owned, used, and maintained, what wild fire hazard <br /> mitigation measures will be implemented, and how <br /> vegetation and wildlife habitat are likely to <br /> change over time; <br /> <br /> 2. The selection or formation of an entity responsible <br /> for maintenance of the open lands shall be subject <br /> to the Planning Director and City Fire Chief's <br /> approval (financial obligations of the property <br /> owners to the maintenance entity shall be disclosed <br /> to potential purchasers); <br /> <br /> 3. Fire resistant planting shall be installed within a <br /> minimum of 30' between homes and non-irrigated <br /> grassland. Domestic planting shall be irrigated. <br /> <br /> 4. Where open lands are to be removed from grazing <br /> use, one or a combination of brush control <br /> measures, such as selective irrigation, mowing, <br /> discing, herbicide application or the removal of <br /> combustible materials, should be selected to <br /> achieve the objectives of the plan; <br /> <br /> 5. The plan shall specify who will be responsible for <br /> its implementation, and how its implementation will <br /> be paid for; and <br /> <br /> 6. Provide for periodic monitoring of vegetation <br /> growth, wildlife habitat and fire risk. <br /> <br /> Visual and biological concerns and effects shall be <br /> incorporated into the plan, and the plan shall be <br /> <br /> - 8 - <br /> <br /> <br />
