There are dead-end streets, cul-de-sacs of over 500 feet and grades to be traversed that exceed 20%. There are apartment and condominium complexes that have limited access and have units placed at different elevations. We are a rapidly growing city, annexing hilly and mountainous land on a regular basis, and where traffic congestion has become a key issue. These topographical conditions create the potential for extensive fire damage and potential for loss of life and injury to firefighters due to delayed response caused by distance, traffic congestion or other obstructions on response routes; and WHEREAS, the City Council finds that because of climatic, geological and topographic circumstances in Pleasanton that continued use of combustible roofing materials within the City of Pleasanton would create substandard buildings within the meaning of Health and Safety Code Section 17958.8. THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES HEREBY ORDAIN AS FOLLOWS: Section 1: Section 20.08.045 of the Pleasanton Municipal Code is hereby amended to read as follows: "Section 20.08.045. Section 3204 of the Uniform Building Code is amended by adding thereto a new subsection (f) to read as follows: (f) Notwithstanding subsections (a) - (e) above, the following roof covering requirements shall apply in the City of Pleasanton. - 4 -
