Ordinance No. 1542

b. Extensive fire damage and potential loss of
life result from the limited and/or delayed
response of the fire department, due to
dispersion, to multiple fires caused by
escaping natural gas or electrical
transmission equipment damaged by earthquakes.

c. The City of Pleasanton has the potential to be
affected by large seismic movement of major
area and nearby faults. These include the
faults of Greenville, Calaveras, Hayward and
the most well-known San Andreas Fault. Also
of note are the smaller faults of Livermore,
Tesla and Las Positas. The major area faults
have shown some activity within the past few
years. The probability of additional seismic
activity in the Livermore-Amador Valley has
been indicated by seismologists. The activity
to expect would most likely range between 5
and 7 on the Richter Scale. Because of this
geological threat, the potential for extensive
fire damage and loss of life is shown in the
findings above.

3. The topographical conditions within the specified
areas of the City of Pleasanton are such that:

a. Extensive fire damage results from multiple
fires involving wood shake or shingle building
exteriors ignited because of exposure to fires
which spread beyond the building of origin.

b. Extensive fire damage and potential for loss
of life result from the inability of the fire
department to gain rapid access to fires due
to terrain, slopes, landscaping, size of
buildings, and relationship to other buildings
in time to stop a free burning roof fire from
consuming the entire roof and attic area.

c. The City of Pleasanton is primarily located
within a valley with a mountain range to the
west (some of which is in the City). This
range reaches an elevation of approximately
1,000 feet. To the east and southeast, there
is hilly terrain which reaches 700 feet of
elevation and there are flatland areas
bordering the City which are agricultural in
nature, and highly flammable grain and hay
crops abound. All of these areas have been
determined, by the California Department of
Forestry, to present a fire hazard severity of

- 3 -
