development along the west side of Foothill Road. Properties immediately adjacent to <br /> the site have been developed on larger lots, with homes that generally maintain a fairly <br /> low profile. Mitigation measures and conditions of approval would require the project <br /> to maintain land use and visual consistency with adjacent properties. <br /> <br /> The development plan for the site generally is sensitive to the natural features of the site. <br /> The majority of the residences would be located on the flat portion of the site, with only <br /> a few homes located in hillside areas. Restrictions on structure height, lot-grading, <br /> landscaping and requirements for split-pad homes would make the project compatible <br /> with the natural ternin. <br /> <br /> Additionally, recommended conditions would limit the mount of landslide repair <br /> permilled for development of lots, and elimination of lots which would necessitate repairs <br /> adversely affecling the visual character and terrain. <br /> <br />4. Whether grading takes into account environmental characteristics and is designed in <br /> keeping with the best engineering practices to avoid erosion, slides, or flooding to have <br /> as minimal an effect upon the environment as possible. <br /> <br /> Grading for development alone is proposed in such a fashion as to be sensitive to existing <br /> vegetation and conWurs. However, grading due to landslide repair could have significant <br /> adverse impacts on the nanwal topolffaphy and vegetation. Staff recommended the <br /> elimination of ce.~in lots from the 68-unit plan to reduce the need for landslide repair <br /> in sensitive areas of the site. The applicant has redesigned the plan to reflect this <br /> condition. <br /> <br /> However, further geotechnica[ studies may indicate that grading for landslide repair could <br /> extend beyond the areas indicated on the buttre~ plan (S~n~, Chapter 9, Figure 94). <br /> Such grading may have additional impacts on the visual quality of the site and on <br /> vegetalion. Staff has added a condition of approval which states that the Planning <br /> Commission may require at the tentative map stage elimination of additional Iota from <br /> the plan ff the Commission feels that the landslide repair necessary to construct those lots <br /> would have adverse impacts. <br /> <br />5. Whether streets and buildings have been designed and located to complement the nann'al <br /> terrain and landscape: <br /> <br /> The development plan has in~_i_r?t_e,4 streets in areas where litfie grading would need to <br /> occur and have designed streets so tha~ they are as unobl~usive as possible. <br /> Recommended mitigation measures and conditions of approval require that homes be <br /> d_~igned to blend with the natural terrain and located to t~k~- advantage of existing <br /> vegetation. <br /> <br /> <br />
