6. Whether adequate public safety measures have been incorporated into the design of the
plan:

The plan already incorporates emergency vehicle access (EVA) roads throughout the
project site, Implementation of conditions and mitigation measures requiring residential
fire sprinklers, a wildland fire management plan, etc. adequately address issues of fire
safety.

With the information provided to dat~, it appears that the landslide buttress plan can meet
the City' s "acceptable risk" policies. Conditions and mitigation measur~ require further,
detailed studies to ascertain the extent of landslide repair measures. These studies and
repair plans will be reviewed by the City to determine whether measures adequately meet-
public safety goals.

7. Whether the plan conforms to the purposes of the PUD District:

Th plan proposes a uniqu~ approach to the development of a topographically constrained
and recognjT~hly scenic sit~. With the implementation of recommended mitigation
measures and conditions of approval, the plan would result in a project which meets the
de,.~ of the community and the policies of the General Plan. Through the project
design guidelines as conditioned, the City can assure that the scenic qualifies of the site
are maintained, while a unique housing opportunity is created. The plan also
accomplishes the preservation of open space areas, and maintains the topographical
int~Tity Of a hillside site.

(o~fe,,~.fia)
Ivluch2'/,
