Whether the plan is in the best interests of the public health, safety, and general welfare: <br /> <br /> The Supplemental Environmental Impact Report (SnlR) for the project has analyzed in <br /> detail the potential effects of constructing 68 homes on the site. The revised 55-unit plan <br /> addresses some of those effects. Although the SnlR identified a number of issues and <br /> potentially significant adverse impacts, the SEIR recommends mitigation measures which <br /> would reduce the impacts to an acceptable or less than significant level. Staff has <br /> recommended other conditions to ensure that the pwject meets the development and <br /> design goals of the City. <br /> <br />2. Whether the plan is consistent with the City's General Plan: <br /> <br /> The plan as proposed is consistent with the General Plan land use designations of Rural <br /> Density .and Low Density Residential, but the plan is not consistent with land use policies <br /> of the General Plan, such as maintaining average densities across the site and maintaining <br /> the site's holding capacity of 51 units. However, the plan does provide 44-acres of <br /> hillside open space with biking trails which would be available for use by residents of <br /> the development. The General Plan does permit incnnsed densities with the provision <br /> of an on-site amenity. The City of Pl~-~nton considers open space hildng tr~il~ as an <br /> off-setting amenity for the increased density, and considers maintenance of open space <br /> <br /> The S~rP, suggests mitigation measures to malt-- the project consistent with General Plan <br /> policies, and staff has recommended implementing these or similar measures. <br /> <br /> Staff believes that with the recommended mitigation measures for further geotechnical <br /> study, and that with proper landslide repair measures, the project can meet the General <br /> Plan Safety Element policy of *acceptable risk'. Staff has conditioned that elimination <br /> of lots from the plan may be required if the repair measures necessary to achieve <br /> "acc~table risk' are determined to be too drastic. <br /> <br />3. Whether t.he plan is compatible with previously developed properties in the vicinity and <br /> the natural, topographic features of the site: <br /> <br /> As noted in the SglR, the vicinity is characterized by low density residential <br /> development.
