Therefore, the Council finds that an alto'ham mitigation requiring the project architectural
guidelines to indicate which lots are noise-impacted, that homes on these lots should be designed
to shield rear yards from freeway noise and that no solid fencing may be used is feasible and
have been incorporated into the project design or into the project by reference through conditions
of approval, and will be effective in reducing the impacts of this project to a less than significant
level. These measures are condition 47 and MM 8b and 8c.

Geology, Soils, Grading and Drainage

1. r-~ndslide activity_. slope instability

IMPACT: The Council finds that the extensive landslides on the site and potential for slope
instability may have a significant effect.

DEGRI:-E: Significant.

IMPACT: The Council finds that implementation of mitigation measures 9a. 1 through 9a. 11
and conditions of approval 49 and 50 are feasible and these measures have been incorporated
into the project design or into the project by reference through conditions of approval, and that
they will be effective in reducing the impacts of this project to a less than significant level.

2. C]~din~ du_e to landslide _repair

IMPACT: The Council finds that grading due to landslide repair my have significant visual,
biological and topographic impacts and that such landslide repair as proposed now, without
additional detailed studies, may not achieve the City's "acceptable risk" policies.

DEGRF-F-: Significant.

FINDING: Although the Sh'lR recommends implementation of the Reduced Grading
AltexnatiVe (MM 5a/6e), the Council finds that this mitigation measure places too severe a limit
on the development potential of the site, espec4ntly since the actual limits of landslide repair
areas are not definitively known. Therefore, the Council finds that an appropriate mitigating
measure is to require preparation of detailed and definitive technical studies, prior to approval
of a tentative map, which indicates the extent of landslide repair measures. The Council may,
at that time, elect to require elimination of lots whose creation would require landslide repaln
beyond those contemphted by the SI~IR (Condition 50). The Council finds that this measure,
in.combination with MM 9a. 1 through 9a. 11, are feasible and these measures have been
incorporated into the pwject design or into the project by reference through conditions of
approval, and that they will bc effective in reducing the impacts of this project to a less than
significant level.

Page C-13
