FIND~G: The City Council finds that with the implementation of mitigation measures <br />designed to ensure protection of heritage trees during grading and construction activities (MM <br />6a and 6d), limiting the removal of heritage trees for development only to three (MM 6b), and <br />ensuring proper protection of trees during the grading and construction of individual lots and <br />custom homes (MM 60 and ensuring adequate protection from over-watering (MM 6g), impacts <br />of development on heritage trees are femble and have been incorporated into the project design <br />or into the project by reference through conditions of approval, and will be effective in reducing <br />the impacts of this project to a less than significant level. <br /> <br /> 2. I-Ierita~e tree loss due to landslide re~air <br /> <br />IMPACT: The City Council finds that heritage U'ea losa due to landslide repair could have <br />a potentially significant biological (and visual) impact. <br /> <br />DEGREE: Significant. <br /> <br />FINDING: Although the SEIR recommends implementation of the Reduced Grading <br />Alternative (MlVl 6e), the Council finds that this mitigation measure places too severe a limit on <br />the development potential of the site, especially since the act-~l limits of landslide repair areas <br />are not definitively known. Thefore, the Council finds an appropriate mitigating measure is <br />to require preparation of detailed and definitive technical studies, prior to approval of a tentative <br />rap, which indicates the extent of landslide repair measures. The Council may, at that time, <br />elect to require elimination of lots whose creation would require landslide repairs beyond those <br />contemplated by the SEIR (Condition. 50). TIm Council finds that implementation of this <br />alternative mitigation measure, in combination with other measures requiring replacement of <br />removed trees, etc. (MM 5p, 6c and 6d) are feasible and have been incorporated into the project <br />design or into. the project by reference through conditions of approval, and will be effective in <br />reducing the impacts of this project to a less than significant level. <br /> <br /> 3. Habitat loss/reduction of on-site wiMlife <br /> <br />IMPACT;. The Council finds that habitat loss and the reduction of on-site wildlife due to <br />development and the introduction of domestic species may have a potentially significant impact. <br /> <br />DEGREE: Potentially Significant. <br /> <br />FINDING: The Council finds that implementation of mitigation measures (MM 6h and 6i) <br />limiting the free-ranging of domestic dogs and cat.s, and prohibiting vehicles (other than <br />maintenance vehicles) from hillside open space m, are feasible and have been incorporated <br />into the project design or into the project by refezL*nce through conditions of approval, and will <br />be effective in reducing the impacts of this project to a less than significant level. <br /> <br /> Page C-9 <br /> <br /> <br />
