4. Structures <br /> <br />-IMPACT: Visual contrast of the new homes and appurmnant structures would be high in the <br />short-term. The introduction of large, two-story homes would be in visual contrast to the <br /> generally lower-profile, single-story homes chamct~stic of the older, existing residential <br /> neighborhoods. <br /> <br /> DEGRF~F~: Significant. <br /> <br /> FINDING: The Council finds that implementation of mitigation measures for limitations on <br /> building height, building location, exterior building finishes, floor area ratios, and the location <br /> off accessory structures arc feasible and have been incorporated into the project design or into <br /> the project by reference through conditions of approval, and will be effective in reducing the <br /> visual impacts of this project to a less than significant level. These mitigation measures are 5q, <br /> 5r, 5s, 5t and 5u of the Final SErR, pages 5-21 through 5-24. <br /> <br /> 5. Project Landscaping <br /> <br /> IMPACT: The Council believes that visual conflicts could occur between the existing <br /> vegetation pattern of scattered oak woodland and grassland, and the uncontrolled introduction <br /> of irrigar~i tuff or the extensive planting of exotic or non-native species. <br /> <br /> DEGI~: Potentially significant <br /> <br /> FINDING: The Council finds that implementfinn of mitigation measures for guidelines <br /> regarding landscape considerations for each lot, suggestions for the percentage of hillside yard <br /> area which must remain naUnl, and implementation of the project's Landscape Design <br /> Guidelines arc feasible and have been incorporated into the project design or into the project by <br /> reference through conditions of approval, and will be effective in reducing the visual impacts <br /> of this project to a less than significant level. These mitigation measures are 5o and 5p of the <br /> Final S~IR, pages 5-20 through 5-21. <br /> <br /> 6. F. mxcin <br /> <br /> IMPACT: The Council finds that inapprop~ fencing could diminish the visual quality of <br /> the site, particularly if solid fencing is placed along Foothill Road, adjacent to open space areas <br /> or between lots on visually prominent hillside lots. <br /> <br /> DEGR~F~: Significant and avoidable. <br /> <br /> FINDING: The Council finds that implcmenl~fion of mitigation measures for limiting the <br /> location and height of solid fencing, providing guidelines for fence materials, utilizing and <br /> incorporating the existing white post and board fencing in k~y areas and prohibiting the use of <br /> chain link fence, and requiting landscaping for screening around permitted wire mesh fencing <br /> <br /> Page C-6 <br /> <br /> <br />
