3. Tree/Vegetation Loss <br /> <br />IMPACT: Three heritage tree~ neaz me northern portion of the property may be affected by <br />road construction, most probably through damage during grading for site development. Loss <br />of these trees is considered a visual impact. <br /> <br />DEGI~F~: Potentially significant. <br /> <br />FINDING: The Council finds that implementation of mitigation measures 6a, 6b, 6d, 6f and <br />6g are feasible and have been incorporated into the project design or into the project by <br />reference through conditions of approval, and will be effective in reducing the visual impacts <br />of this project to a less than significant level. <br /> <br />IMPACT: The building envelope indicated for Lot 61 lies partially within the dripline of a <br />tree group. Removal of the trees will cause the home to be quite visible, which the Council <br />considers a visual impact. <br /> <br />DEGREE: Significant. <br /> <br />FINDING: The Council finds thai implementation of mitigation measure 6c, part two, which <br />requires a replacement ratio of 6 new trees to one removed tree, is feasible and has been <br />incorporated into the project design or into the project by reference through conditions of <br />approval, and will be effective in reducing the visual impacts of this project to a less than <br />significant level. . <br /> <br />IMPACT: The City Council finds that landslide repairs would occur in portions of the site <br />which are heavily vegetated and visible. Substantial mounts of vegetation at the toe of the <br />slope, and at least 17 heritage trees would need to be removed. Loss of this vegetation would <br />be visible to travellets along Foothill Road and to those familiar with the site. <br /> <br /> DEGREE: Significant. <br /> <br /> FINDING: The Council finds that implemenP-~finn of the Reduced Grading Alternative (Final <br /> Sh'mt, Chapter 11, Figure 11-3) or another project re-design which avoids removal of significant <br /> stands of vegetation, can reduce impacts to a less than significant level. The Council <br /> recommends elimination of the landslide repair in areas where the majority of heritage trees <br /> would be destroyed is a viable and feasible measure, which, along with other measures will be <br /> effective in reducing the visual impacts of this project to a less than significant level. The <br /> Council finds that these measure. s, in combination with mitigation measures 6a, 6d, 6f, 6g and <br /> 5p are feasible and have been incorporat~ into the project design or into the project by <br /> reference through conditions of appwval, and will be effective in reducing the visual impacts <br /> of this project to a less than significant level. <br /> <br /> <br />
