Visual ~mpacts <br /> <br /> 1. Alteration of landscape character <br /> <br />IMPACT: The City Council finds that a major overall impact is the loss of scenic open space <br />and the change in the character of the site from a rural, farm-type landscape to that .of low- <br />density residential development, would affect views of motorists along Foothill Road and 1-680, <br />as well as residents along Country Lane. <br /> <br />DEGR~-~: Significant and unavoidable. <br /> <br />~ING: The-Counc~ finds that mitigation measures 50, 5q, 5r, 5s, 5t, 5v, and 5w (Final <br />S~"IR, pages 5-20 through 5-25) are feasible and have been incorporated into the project design <br />or into the project by reference through conditions of approval, and will be effective in reducing <br />the visual impacts of this project to a less than significant level. Although implementation of <br />these recommendations will not remove all visibility of the project from the landscape, the <br />appearance of structures, ornamental landscaping, fencing, and lighting will be less obtrusive <br />and less concentrated. <br /> <br /> 2. Gr~in_e for project develooment <br /> <br />IMPACT: The City Council finds that grnding for streets and homesites, especially in the · <br />hillside areas, would result in a significant visual impact. <br /> <br />DEGi~-E: Significant. <br /> <br />FINDING: The Council finds that implementation of mitigation measures for m-vegetation, <br />landscaping, limits on grading and implementation of the development plan conceptual <br />landscaping plan are' feasible and have been incorporated into the project design or into the <br />project by reference through conditions of appzoval, and will be effective in reducing the visual <br />impacts of this project to a less than signfficant level within tkr~ tO five years. These mitigation <br />measures are 5m, $n, ~o and $p of th~ Final SEIR, pages $-20 through ~-21. <br /> <br />IMPACT: The City Council finds that grading due to landslide repair would require <br />extensive grading, ro-contouzing of the ~ and removal of vegetation. If. tgh visual contrast <br />would exist between non-graded areas and those subjected to landslide excavation. <br /> <br />DEGRee: Significant. <br /> <br />FINDING: The Council finds that implementation of the Reduced Grading Alternative (Final <br />SRIR, Chapter 11, Figure 11-3) would eliminate many of the impacts due to landslide repair. <br /> <br /> Page C4 <br /> <br /> <br />
