9. The applicant shall work with the Pleasan=on Unified School <br /> District and the City Planning Director to develop a program, <br /> in addition to the school impact fees required by State law <br /> and local ordinance, to off-sen this project ' s long-term <br /> effect On school facility needs in Pleasan=on. This program <br /> shall be designed to fund school facilities to serve new <br /> development in Pleasan=on. The method and manner for the <br /> provision of these funds and/or facilities shall be subject =o <br /> approval of the City and shall be in place prior =o approval <br /> of the final map. I In no event shall construc~cion of <br /> residential units in each project phase coMence unless the <br /> above me=hod and manner for the provision of these funds <br /> and/or facilities has been approved. <br /> <br />10. The City shall withhold building permits' for this project if, <br /> a= the time building permits are applied for, mandatory water <br /> rationing is in effect, unless the City has adopted a water <br /> offset program, and unless the developer is participating in <br /> the program. No=withstanding the developer' s participation in <br /> said program, the City may wiTalhold building permits if the <br /> City determines that sufficient water is not available a= the <br /> time building permits for the project are applied for. <br /> <br />11. The project developer shall be responsible for-his pro-rata <br /> share of all public infrastructure and public perk <br /> improveants to be undertaken by lands within the Stoneridge <br /> Drive Specific Plan. Payment shall be determined with the <br /> tentative map. <br /> <br />12. The developer shall perform a subsurface archaeological <br /> reconnaissance as recommended in the ,, Cultural Resources <br /> Assessment of a Parcel Located at Marcin Avenue and South of <br /> the Arroyo Mocho, City of Pleasan=on, Alameda County, <br /> California" prepared for Gsh~ahmat Properties, Ltd., by Basin <br /> Research Associates, Inc. The archaeological reconnaissance <br /> and mitigation measures shall be-submitted with the tentative <br /> map application. <br /> <br />13. Project'identification signage shall be limited. to wall <br /> mounted signs flanking =he main project entrances- Final sign <br /> design, materials, colors, and illumination shall be reviewed <br /> and approved by the Planning Director prior to issuance of a <br /> building permit. <br /> <br />14.
