SECTION 3 <br />FINDINGS ON SIGN~ICANT CUMULATIVE IMPACTS IDENTIF D <br />IN EIR <br /> <br />The cumulative analysis performed in the Draft EIR for traffic and <br />circulation, noise, air quality, and vegetation and wildlife were <br />based on the forecast approach (environmental analysis prepared for <br />the Pleasanton General Plan EIR). <br /> <br />The City hereby makes the following findings for the significant <br />cumulative impacts identified in the Draft EIR (traffic and <br />circulation and noise). <br /> <br />Traffic and Circulation <br /> <br />Local Road <br /> <br /> Impact= Cumulative traffic increases on local road network <br /> <br /> % <br /> The City finds that cumulative development in Pleasanton and <br /> the region (with or without project) could result in <br /> significant impacts from continuing congestion at five <br /> intersections in the downtown area of Pleasanton (Draft EIR, <br /> page 12-2). <br /> <br /> Proposed Mitigation Measures of the ZlR~ Implement Traffic <br /> and Circulation Mitigations in Pleasanton General Plan <br /> <br /> The EIR identified the following recommended mitigation <br /> measures in the Pleasanton General Plan to mitigate this <br /> cumulative traffic impact on the local road network (Draft <br /> EIR, page 12-2): <br /> <br /> · Page 45 in Pleasanton General Plan EIR: The Pleasanton <br /> General Plan devotes a great deal of attention to <br /> mitigating the traffic impact for new development. Many <br /> measures-are already included in the existing plan and <br /> are being carried forward in the Pleasanton General Plan. <br /> Those measures include the following: <br /> <br /> ee A/1 extensive roadway monitoring program to assure <br /> maintenance or desired levels of service. <br /> <br /> ee Development of a comprehensive traffic flow <br /> improvement program, including computerized <br /> monitoring of traffic and signal synchronization. <br /> <br /> 24 <br /> <br /> <br />
