2,7 Noise <br /> <br />Existing and Future Traffic Noise <br /> <br /> Impact: On-site exposure to excessive traffic noise <br /> <br /> The City finds that without mitigation, homes within the'project <br /> would be exposed to exterior noise levels above 60 dB and interior <br /> noise levels above 45 dB, which exceeds the City's General Plan <br /> standard for the uppermost allowable noise level in outdoor use <br /> areas in new residential development, which is an Ldn of 60 dB and <br /> within the interior of residences, which is an Ldn of 45 dB. This <br /> is a significant impact (Draft EIR, pages 9-3 and 9-4). <br /> <br /> Proposed Mitigation Measures of the EIR <br /> <br /> The EIR identified the following mitigation measures which would <br /> substantially avoid this existing and future traffic noise impact. <br /> <br /> 9-1 Require noise barriers tO minimize existing and future traffic <br /> noise (Mitigation Measures 9-1a. and b., Draft EIR, pages 9-4 <br /> and 9-5). Said mitigation measure was considered and adopted <br /> with any pertinent changes in Condition 9-1 (A - B), Exhibit <br /> "B" of the City Council staff report dated June 16, 1992. <br /> <br /> 9-2 Require acoustical treatment of second floor homes (Draft EIR, <br /> page 9-5). Said mitigation measure was considered and adopted <br /> with any pertinent changes in Condition 9-2, Exhibit "B" of <br /> the City Council staff report dated June 16, 1992. <br /> <br /> Finding: Mitigation Measures 9-1 and 9-2 Feasible and Required <br /> <br /> The City finds that it is feasible to mitigate this impact to a <br /> less-than-significant level by requiring the applicant and <br /> successors in interest to incorporate the specific provisions of <br /> Mitigation 9-1 and 9-2 into the project design. The applicant and <br /> successors in interest shall incorporate such existing and future <br /> traffic noise impact reduction provisions into project design as a <br /> "Condition of Approval" to the project. <br /> <br />Construction Noise <br /> <br /> Impact: Construction noise annoyance <br /> <br /> The City finds that without mitigation construction noise levels <br /> would be high enough to interfere with outdoor and indoor <br /> conversation at off-site homes near the eastern property line. <br /> This is a significant short-term impact (Draft EIR, page 9-6). <br /> <br /> 22 <br /> <br /> <br />
