Schools <br /> <br /> Impact: Project student contribution to overcrowded schools <br /> <br /> The City finds that the project will contribute towards an overall <br /> increase in student enrollment whereas both the existing elementary <br /> and middle schools are already near capacity. Hence, the need for <br /> additional school facilities. This is a significant impact (Draft <br /> EIR, pages 7-4 and 7-5). <br /> <br /> Proposed Mitigation Measures of the EIR <br /> <br /> The EIR identified the following mitigation measure which would <br /> substantially avoid this schools impact. <br /> <br /> 7-5 Contribute toward additional school facilities (Draft EIR, <br /> page 7-5). Said mitigation measure was considered and adopted <br /> with any pertinent changes in Condition 7-4, Exhibit "B" of <br /> the City Council staff report dated June 16, 1992. <br /> <br /> Finding: Mitigation Measure 7-5 Feasible and Required <br /> <br /> The City finds that it is feasible to mitigate this impact t~ a <br /> less-than-significant level by requiring the applicant and <br /> successors in interest to implement Mitigation 7-5, as discussed <br /> above. The applicant and successors in interest shall be required <br /> to contribute an equitable share to the funding of school <br /> facilities as a "Condition of Approval" to the project. <br /> <br />Sanitation: Effluent Disposal <br /> <br /> Impact: Potential problem in treated effluent disposal <br /> <br /> The City finds that effluent from the project may not be accepted <br /> for treatment because of effluent disposal problems. This <br /> uncertainty is a potential significant impact (Draft EIR, page <br /> 7-6). <br /> <br /> Proposed Mitigation Measure of the EIR <br /> <br /> The EIR identified the following mitigation measure which would <br /> substantially avoid this sanitation impact. <br /> <br /> 7-6 Phase the project in relation to effluent disposal capacity <br /> (Draft EIR, page 7-7). Said mitigation measure was considered <br /> and adopted with any pertinent changes in Condition 7-5, <br /> Exhibit "B" of the City Council staff report dated June 16, <br /> 1992. <br /> <br /> Finding: Mitigation. Measure 7-6 Feasible and Required <br /> <br /> The City shall implement said mitigation measure, if needed. <br /> <br /> 15 <br /> <br /> <br />
