This is a potential
significant impact (Draft EIR, page 5-9).

Proposed Mitigation Measure of the EIR

The EIR identified the following mitigation measure which would
substantially avoid this impact.

5-1 c. Reduce visual impact on existingneighborhood (Draft EIR,
page 5-12). Said mitigation measures were considered and
adopted with pertinent changes in Condition 5-1 (A - C),
5-1 (F), Exhibit "B" of the City Council staff report
dated June 16, 1992.

5-6 Provide barrier along east property line (Draft EIR, pege
5-15). Said mitigation measures were considered and
adopted with any pertinent changes in Condition 5-1 (A -
C), 5-1(F), Exhibit "B" of the City Council staff report
dated June 16, 1992.

Finding: Mitigation Measures 5-1 c. and 5-6 Feasible and Required
The City finds that it is feasible to mitigate this impact to a
less-than-significant level by requiring the applicant and
successors in interest to incorporate the specific provisions of
Mitigations 5-1 c. and 5-6, as listed above, into the project
design. The applicant and successors in interest shall incorporate.
such visual impact reduction provisions into project design as a
"Condition of Approval" to the project.

Light and Glare Impacts - Rose Points and North Carriage Gardens Areas
Impact: Light and glare from vehicle headlights and night lighting
The City finds that the project, as currently proposed, would
result in the potential that vehicle headlights and high intensity
night lighting could result in light and glare impacts for nearby
existing homes (Draft EIR, page 5-10).

Proposed Mitigation Measures of the EIR

The EIR identified the following mitigation measures which would
substantially avoid this potential impact.

10
