Existing Neighborhood - North and South Carriage Gardens and Rose Points Areas Impact: Views and privacy impact The City finds that the project, as currently proposed, would locate the homes where they could affect existing views and privacy for homes in the.existing neighborhood. This is a potential significant impact (Draft EIR, page 5-9). Proposed Mitigation Measure of the EIR The EIR identified the following mitigation measure which would substantially avoid this impact. 5-1 c.
