Proposed Mitigation Measure of the EIR

The EIR identified the following mitigation measure which would
substantially avoid this visual and site design impact.

5-1 a. Reduce Visual Impact in the NorthwestArea of Development
(Draft EIR, pages 5-11 and 5-12). Said mitigation
measures were considered and adopted with any pertinent
changes in Condition 5-1 (A - D), Exhibit "B" of the City
Council staff report dated June 16, 1992.

Finding: Mitigation Measure 5-1 a. Feasible and Required

The City finds that it is feasible to mitigate this impact to a
less-than-significant level by requiring the applicant and
successors in interest to incorporate the specific provisions of
Mitigation Measure 5-1 a., as listed above, into the project
design. The applicant and successors in interest shall incorporate
such visual impact reduction.provisions into project design, as a
"Condition of Approval" to the project.

Southwest Area of Development

Impact: Visible grading and development impact

The City finds that the project, as currently .proposed, would
result in highly visible grading and development from the
northbound lanes of 1-680. This is a significant impact (Draft
EIR, page 5-9).

Proposed Mitigation Measure of the EIR

The EIR identified the following mitigation measure which would
substantially avoid this grading and site design impact.

5-1 b. Reduce Visual Impact in the SouthwestArea of Development
(Draft EIR, page 5-12). Said mitigation measures were
considered and adopted with pertinent changes in
Condition 5-1 (A - C), 5-1 (E), Exhibit "B" of the City
Council staff report dated June 16, 1992.

Finding: Mitigation Measure 5-1 b. Feasible and Required

The City finds that it is feasible to mitigate this impact to a
less-than-significant level by requiring the applicant and
successors in interest to incorporate the specific provisions of
Mitigation 5-1 b., as listed above, into the project design. In
addition with the change of proposed project, the visual impact has
been lessened. The applicant and successors in interest shall
incorporate such visual impact reduction provisions into project
design as a "Condition of Approval" to the project.

9
