Impact: pedestrian/bicycle circulation impacts The City finds that approval of the project may increase pedestrian and bicycle traffic which warrants the extension of pedestrian and bicycle facilities on Sunol Boulevard to the project vicinity. Proposed Mitigation Measure of the EIR The EIR identified the following mitigation measure which would substantially avoid this impact. 4-7 Provide Pedestrian and Bicycle Facilities: along the project's Sunol Boulevard frontage. Due to the change in housing type, on-site bicycle lockers are not needed. (Draft EIR, page 4-19). Said mitigation measure was considered and adopted with any pertinent changes in Condition 4-7, Exhibit "B" of the City Council staff report dated June 16, 1992. Finding: Mitigation Measure 4-7 Feasible and Required The City finds that it is feasible to mitigate this impact to a less-than-significant level' and mitigation measure 4-7 shallAbe required as a ,,Condition of Approval" to the project. The City shall require these improvements at the time of project development. 2.3 Visual Impact and Site Design Alteration of Landscape Character Impact: Extensive land alteration would affect views of motorists The City finds that landscape alteration as proposed by the project would affect views of motorists on 1-680, Sunol Boulevard and nearby residents. This is a significant impact (Draft EIR, page 5-8). ~ Proposed Mitigation Measures of the EIR The EIR identified the following mitigation measures which would substantially avoid this visual and site design impact. 5-1 Project Site Plan Revisions (Mitigation Measures 5-1 a., b., and c., Draft EIR, page 5-11, 5-12 and 5-13). It was determined that this impact was mitigated'with the change in project type and the inclusion of single-story homes as required by Condition 5-1(A - E), Exhibit "B" of the City Council staff report dated June 16, 1992. 6
