Ordinance No. 1563

D. MEDIUM-RISK BUILDING is any building, not classified as
a high-risk building or an essential or hazardous
building, having an occupant load of 20 occupants or more
as determined by Section 3302(a) of the Uniform Building
Code.

E. LOW-RISK BUILDING is any building, other than an
essential or hazardous building, having an occupant load
of less than 20 occupants as determined by Section
3302(a) of the Uniform Building Code.

20.52.040 Owner Notification
The Director of Building Inspection shall within six weeks of the
effective date of this ordinance notify the owners of property
improved with unreinforced masonry buildings determined to be
within the scope of this Chapter that such owners are required to
submit engineering reports, building analysis, plans for the
repairs, and complete any necessary structural repairs within the
time limits established by Section 20.52.050 of this Chapter.

20.52.050 Mitiqation Plan

A. Step 1

The property owner shall submit to the City within one
year of the adoption of this ordinance a structural
engineering report. The purpose of this report is to
establish, by required tests, the strength of the mortar
material holding the bricks or hollow clay blocks
together. Such tests will reveal if the walls have
proper attachment to the roof system and, in the case of
multi-story buildings, that the floor systems are also
properly attached to the wall system. The tests are to
be completed by a licensed engineer or architect. A
property owner with a building which does not have a
proper wall-to-roof, or wall-to-floor, attachment must
complete the attachment within two years of the adoption
of the ordinance.

B. Step 2

1. If the property owner desires to reinforce the
existing building, the property owner is to submit
plans to the City's Building and Planning
Departments. The property owner shall complete the
repairs based on the classifications (Table A)
within the time frame (Table B) of this ordinance,
and based on the structural stability of the
structural engineering report. To ensure that the
work progresses in a timely manner, the property
owner shall obtain a building permit at least one

( s r922200. sV2 ) 3
