Ordinance No. 1563

Chapter and the same is adopted and incorporated as fully
as if set out at length in this Chapter.

B. Said Code is the Uniform Code for Building Conservation,
1991 Edition, published by the International Conference
of Building Officials, three copies of which are on file
with the city clerk for use by the public.

20.52.020 Purpos~

A. The purpose of this ordinance is to promote public safety
and welfare by reducing the risk of death or injury that
may result from the effects of earthquakes on existing
unreinforced masonry bearing wall buildings.

B. The provisions of the Uniform Code for Building
Conservation, Appendix Chapter 1, are intended as minimum
standards for structural seismic resistance and are
established primarily to reduce the risk of life loss or
injury. Compliance with these provisions will not
necessarily prevent loss of life or injury, nor prevent
earthquake damage to rehabilitated buildings.

20.52.030 Definitions
For the purposes of this chapter, the meaning of certain terms
shall be as set forth below. In addition, the definitions in the
Uniform Building Code shall also apply.

A. ESSENTIAL BUILDINGS are those structures which are
necessary for emergency operations subsequent to a
natural disaster (fire and police stations, hospitals,
medical facilities, etc.)

B. HAZARDOUS BUILDINGS are those structures which are
housing, supporting or containing sufficient quantities
of toxic or explosive substances to be dangerous to the
safety of the general public if released.

C. HIGH RISK BUILDING is any building, other than an
essential or hazardous building, having an occupant load
Of 100 occupants or more as determined by Section 3302(a)
of the Uniform Building Code, except that a high-risk
building shall not include the following:

1. Any building having exterior walls braced with
masonry crosswalls or wood-frame crosswalls spaced
less than 40 feet apart in each story. Crosswalls
shall be full-story height with a minimum length of
1½ times the story height.

2.
