7. If directed by the City Engineer within 5 years of the <br /> approval of the first final map for the project, the. <br /> developer shall pay for the installation of any or all of <br /> the traffic mitigation improvements referred to as <br /> "Alternative 5" in the "Kottinger Hills Traffic Management <br /> Study", dated July 31, 1992. The developer's obligation <br /> shall not exceed $63,000, adjusted for inflation. <br /> <br /> 8. The golf course shall be constructed as per the revised plan <br /> ("Concept E") with the following modifications: <br /> <br /> a. To the extent possible, drainage channels in which golf <br /> course holes are planned and where fairways parallel <br /> the natural drainage course shall be designed such that <br /> surface drainage emulates natural intermittent streams; <br /> subsurface drainage shall be minimized in these <br /> instances; <br /> <br /> b. The practice range shall be designed to minimize <br /> grading (using the natural terrain), shall not be <br /> irrigated, and shall be subject only to minimal <br /> "thinning" (removal of selected trees necessary to <br /> allow retrieval of golf balls); <br /> <br /> c. Sufficient new tree and shrub planting and/or minor <br /> relocation of golf. holes shall be implemented in the <br /> area of the holes near the adjacent Grey Eagle Estates <br /> lots to the north so that the privacy of adjoining <br /> neighbors to the north is respected and the likelihood <br /> of errant shots reaching these properties is minimized; <br /> and <br /> <br /> d. The developer shall grant a conservation easement for <br /> the lot(s) occupied by the golf course which will <br /> ensure that the property will remain as open space in <br /> perpetuity. Said easement shall be submitted for <br /> review and approval by the City Attorney and shall be <br /> recorded in conjunction with the final map for the golf <br /> course area. <br /> <br />Land Use/Soning <br /> <br />9. This PUD shall be subject to the uses and site development <br /> standards of the R-l-10,000 zoning district, except as <br /> otherwise modified by these conditions. <br /> <br />10. The golf course is approved in concept. The developer shall <br /> submit a master operations plan for the golf course facility <br /> for review and approval by the Planning Commission prior <br /> review and approval of any tentative map which creates the <br /> golf course. The submittal shall include detailed <br /> information which addresses all pertinent aspects of the <br /> <br /> 3 <br /> <br /> <br />
