replacement off-site; such off-site replacement area <br /> must be in an area protected by park status, <br /> conservation easement, or other permanently protected <br /> open space status; <br /> <br /> b. Restoration/enhancement of existing oak woodland on a <br /> basis of two acres restored for one acre removed; <br /> enhancement shall be located on-site and shall be <br /> designed to achieve woodland habitat of similar value <br /> to existing woodland to be retained; narrow, "sliver" <br /> tree plantings along golf course fairways which <br /> marginally augment the width of existing woodland areas <br /> shall not be counted as reDlacement habitat but may be <br /> considered as restoration or enhancement as determined <br /> by the Planning Director. <br /> <br /> The plan shall be designed to create self-sustaining <br /> woodland within a 5-year period, based on survival rates for <br /> planting using the method proposed in the EIR. The plan <br /> shall include means for ensuring satisfactory replacement of <br /> planrings necessary to achieve the replacement/enhancement <br /> goal, should the initial planting fail to achieve the <br /> desired success. The plan shall be reviewed and approved by <br /> the Planning Commission in conjunction with the tentative <br /> map review and shall be implemented immediately following <br /> rough grading unless a phasing plan tied to the availability <br /> of water or other practical considerations is approved by <br /> the Planning Commission. <br /> <br />Geology, Soils, Grading, and Drainage <br /> <br />32. A detailed grading plan shall be submitted for review and <br /> approval by the Planning Commission in conjunction with the <br /> revised site plan to be submitted with the tentative map. <br /> The goal of the grading plan shall be to balance cut and <br /> fill on the site and to avoid the exportation of excess soil <br /> materials. The grading plan shall be accompanied by a <br /> design-level geotechnical evaluation focused on the areas of <br /> the site which are designated for development. The <br /> additional geotechnical information to be submitted in with <br /> the tentative map application shall include the following: <br /> <br /> a. An analysis of each lot or group of lots with similar <br /> subsurface conditions; <br /> <br /> b. Identification of unstable slopes that may affect the <br /> proposed development area; <br /> <br /> <br />
