c. Fencing provisions at the property boundary and at the <br /> residential interface with open space (consistent with <br /> the required master fence plan for the development); <br /> <br /> d. Maintenance concerns at the open space interface with <br /> residential lots; <br /> <br /> e. Any improvements or actions contemplated for each open <br /> space area, the phasing plan for these improvements, <br /> and specific management responsibilities; <br /> <br /> f. Locations of fire road rights-of-way, if any; and <br /> <br /> g~ Precise boundaries for land and easement dedications. <br /> <br />29. All landslides in undeveloped areas that are not a hazard to <br /> the development and do not create a liability concern <br /> (should the City accept the open space areas) shall be left <br /> natural and shall not be repaired. <br /> <br />Landscaping <br /> <br />30. The developer shall prepare a master preliminary landscape <br /> plan for review and approval by the Design Review Board <br /> prior to approval of the tentative map. The landscape plan <br /> shall incorporate all required project landscaping, <br /> including tree replanting, golf course landscaping (club <br /> house complex, parking lot, typical fairway landscaping <br /> guidelines), road landscaping, water tank landscaping, <br /> landscaping of graded areas, street trees, and special <br /> provisions for visually-sensitive areas. The plan shall <br /> emphasize use of native (drought- and fire-retardant) trees, <br /> shrubs, and ground cover and compatible plant species in a <br /> pattern similar to existing site conditions. Careful <br /> landscape treatment shall be used to minimize abrupt <br /> contrast between irrigated areas and natural open space. <br /> The landscape plan shall include a plan for continued <br /> maintenance of all planted areas, including replacement of <br /> plants as needed, reseeding of eroded or disturbed slopes, <br /> and general maintenance of landscaping in open space areas. <br /> <br />31. The developer shall have prepared by a qualified biologist, <br /> landscape architect, or arborist, a woodland restoration <br /> plan which shall be designed to accomplish either, or a <br /> combination, of the following: <br /> <br /> a. ReplaCement of woodland canopy area on an acre-for-acre <br /> basis; replacement shall be located on-site, preferably <br /> in areas disturbed by grading, and shall be designed to <br /> achieve woodland habitat of similar value to that which <br /> will be destroyed; only if no sites are available on <br /> the property for replacement shall the City allow <br /> <br /> 8 <br /> <br /> <br />
