"= 20. The developer shall submit a final lighting plan for the pr~ject's exterior building and site lighting for the review and approval of the Planning Director before issuance of building permits. All exterior building and site lighting shall be directed away from the adjacent single family house. 21. All open parking spaces shall be striped as shown on the conceptual site plan and shall be labeled "Visitor Parking Only" in six-inch (6") tall white letters. Wheel stops shall be pro- vided unless the parking spaces are froriled by concrete curbs, in which case sufficient area shall be provided beyond the end of all. parking spaces to accommodate the overhang of automobiles. These details shall be shown on the final site plan for review and approval by the Platruing Director at the building permit stage. 22. All utilities required to serve the proposed development on-site shall be installed underground. 23. The applicant shall be responsible for the installation of a private street lighting system serving the development. The number, location, and type of street lights shall be subject to the review and approval of the Planning Director and the City Engineer. 24. The applicant shall record CC&R's at the time of recordation of the final map which shall create a property owners association for the development. The CC&R's shall be subject to the review and approval of the City Attorney prior to reeordation of the final map, and shall include the following items: a. The property owners association shall be responsible for the maintenance of all pri- vate streets, private utilities and other common areas and facilities on the site. b. The City shall be granted the rights and remedies of the association, but not the obli- gation. to enforce the maintenance responsibilities of the property owners association. c. The CC&R's for the project shall prohibit the parking of boats, campers, and trailers on site. d. The homeowners association shall be empowered by the CC&R's to ensure that ga- rages remain available for vehicular parking. e. The homeowners association shall be responsible for implementing all storm water measures and for the maintenance of all private streets, private utilities, landscaping, and other common areas and facilities on the site. Landscaping shall be designed with efficient irrigation to reduce runoff, promote surface filtration, and minimize the use of fertilizers, herbicides, and pesticides which can contribute to storm water run- off pollution.
