13. Building Design <br /> <br /> a. Final building colors shall be submitted to and approved by the Planning Director be- <br /> fore issuance of a building permit. Colors shall be consistent with the approved col- <br /> ors, except that the proposed stucco wall color -- Merlex P-974-3 -- be deleted and <br /> substituted with a darker color less pink in tone. The approved building colors shall <br /> be stated on the plans submitted for issuance of building permits. <br /> <br /> b. The applicant shall provide automatic opening sectional roll-up garage doors through- <br /> out the project, as approved by the Planning Director. <br /> <br /> c. All dwelling units in the development shall be designed and constructed to meet Title <br /> 24 state energy requirements. <br /> <br /> d. The developer shall post address numerals on each building so as to be plainly visible <br /> from all adjoining streets or driveways during both daylight and night time hours. <br /> <br /> e. The garage length shall maintain minimum dimensions of twenty feet (20' 0") in <br /> length and nineteen feet (19' 0") in width. Interior garage dimensions shall be verified <br /> by the Planning Director with the final building permit plan set for review and ap- <br /> proval before issuance of a building permit. <br /> <br />14. Site Design: <br /> <br /> a. Except for the parallel parking spaces located on "A" Street and "B" Street, all park- <br /> ing spaces shall be striped. Wheel: stops shall be provided unless the spaces are <br /> fronted by concrete curbs, in which case sufficient areas shall be provided beyond the <br /> ends of all parking spaces to accommodate the overhang of automobiles. <br /> <br /> b. All backflow prevention devices installed with the development shall be painted for- <br /> est green (Pantone Color System Number 2030) and shall be screened from view <br /> from public/private streets. Screens shall consist of berms, walls, or landscaping sat- <br /> isfactorily integrated into the landscape plan. Landscape screens shall include shrub- <br /> bery designed by species and planting density to establish a complete screen within <br /> one year from the date of planting. <br /> <br /> c. Weather protection devices such as measures to protect pipes from freezing shall re- <br /> quire approval by the Planning Director prior to use; at no time shall fabric or other <br /> material not designed and/or intended for this purpose be wrapped around or other- <br /> wise placed on these devices. All backflow prevention devices shall be shown on the <br /> plans submitted for issuance of building permits together with screening mechanism <br /> and/or weather protection devices.
