~7.36.020 Ob~ec~ives <br /> <br /> The protection of the public health, safety, and general <br /> welfare requires a growth management program to accomplish the <br /> following: <br /> <br /> A. Regulate the timing, location, and type of residential <br /> growth in accordance with the goals and policies of the General <br /> Plan. <br /> <br /> B. Retain flexibility to accommodate projects desiring and <br /> capable of actual development in the short-term in order to more <br /> closely meet yearly development goals. <br /> <br /> C. Allow re-evaluation of development phasing of projects <br /> which do not proceed to actual development in accordance with <br /> originally proposed schedules. <br /> <br /> D. Facilitate and implement the General Plan goals, <br />including the goals of the Housing Element, which cannot be <br />accomplished by zoning alone. <br /> <br /> E. Provide significant incentives to developers to provide <br />subsidized housing or provide financial assistance to accomplish <br />this goal. <br /> <br /> F. Encourage developers to propose housing which meets <br />needs identified by the Council as priority housing types, <br />particularly lower income projects. <br /> <br /> G. Insure that capital improvements identified in the <br />General Plan and required to serve adequately the area to be <br />developed are provided in whole or in part. <br /> <br /> <br />
