D. The City Council has approved numerous residential <br />projects for development in a manner consistent with the General <br />Plan policies, phased in a manner to allow the City to monitor <br />the effects of growth and to keep pace with its infrastructure <br />and services. However, the economic slowdown in the early 1990's <br />has left approved projects unbuilt in the time frames <br />contemplated. And, because the'growth management program <br />ordinance was not designed to regulate when units were built <br />after a final map was secured for a project, many more units than <br />the maximum growth rate established in the General Plan are <br />currently eligible to be constructed in the short-term. If built <br />in another rapid construction cycle, the residents occupying <br />these new units could create stress on the City's infrastructure, <br />the School District's ability to provide adequate facilities, and <br />the City's provision of services --all to the detriment of the <br />quality of life enjoyed by City residents and workers. <br /> <br /> E. The City Council has worked with the development <br />community to develop a voluntary-program to minimize the <br />potential negative effects which could be caused by the rapid <br />development of the backlog of approved projects. This program -- <br />the "Modified Growth Management Program" -- leaves the <br />regulations of the then-existing growth management program <br />ordinance in effect for all projects which received City Council <br />growth management approval prior to 1993, but for those <br />developers participating in the "Modified Program," it modifies <br />by mutual agreement the timing as to when these units may be <br />built. To integrate new growth management approvals with the <br />,,Modified Program," the Growth Management Program is being <br />comprehensivelY revised in this ordinance. In addition to <br />maintaining the former ordinance's control over the timing and <br />type of new residential development, this ordinance's key new <br />elements are to better accommodate residential projects desiring <br />to build in the short-term and to avoid the creation of a backlog <br />cf approved, but unbui!t, units in the future. <br /> <br /> 2 <br /> <br /> <br />
