Project developers participating in the Modified Growth
Management Program shall have priority in yearly allocations over
all other developers. Units in such projects which are
reallocations of units originally approved for construction in
calendar year 1993 or earlier years shall not count toward the
yearly maximum number of units which can be approved as provided
by the General Plan, but the City Council may consider these
units in deciding whether to approve new projects. Units in
these projects which are new approvals (approved for 1994 and
later years) shall count toward the yearly maximum limit. The
City Council may shift units to a later year(s) than that
requested if it finds it necessary to do so in order to meet
General Plan policies.

C.
