2. A "lower-income project" which includes both <br /> lower-income units and market rate units shall be approved in its <br /> entirety, but it may be phased. <br /> <br />17.36,090 Criteria for approving projects. <br /> <br /> A. Substantive basis for decision. <br /> <br /> The City Council shall base its decision granting <br />growth management approval on substantial evidence that the <br />projects selected further the public interest and further the <br />City's General Plan policies, particularly the following: <br /> <br /> 1. The number of units in new project approvals, <br />market rate and lower income projects, may not exceed the yearly <br />limits set forth in the General Plan. The City Council may <br />include in the total units to be approved in any year the <br />estimated building permits to be issued to units in exempt and <br />prior approved projects not participating in the Modified Growth <br />Management Program. <br /> <br /> 2. The City Council shall regulate the number of <br />housing units approved each year to plan adequately for <br />infrastructure and services and to assure City residents of a <br />predictable growth rate, in accordance with General Plan <br />policies. <br /> <br /> 3. The City Council shall meet the goals, policies <br />and programs set forth in the General Plan Housing Element. <br /> <br /> B.
