3. Units to be reallocated must be validly approved <br />(not lapsed) at the time the reallocation occurs. Any unit which <br />is allowed to lapse must receive a new allocation pursuant to the <br />procedure set forth in Section 17.36.060 before a building permit <br />will be issued for it. <br /> <br /> B. The City Council shall review requests for <br />reallocations of units in approved projects and, if it should <br />agree to the requested change(s), make reallocations prior to <br />approval of any new project applications pursuant to <br />Section 17.36.060. <br /> <br /> 1. It is the intent of the reallocation process to <br />allow the City Council and the development community to work out <br />compromises as may be necessary to best meet the economic <br />constraints placed on developers and the goals and policies of <br />the General Plan. Towards this end, the Council may utilize the <br />subcommittee described in Section 17.36,060 to meet with all <br />developers requesting reallocations and to seek a mutually <br />acceptable, comprehensive scheme of reallocation for all <br />developers applying. <br /> <br /> 2. The City Council may approve, in whole or in part, <br /> or may modify, the new development schedule requested by a <br /> developer. <br /> <br /> 3. If a reallocation request will not be approved as <br /> requested in its entirety, the developer shall have the option to <br /> withdraw the requested change in development schedule. <br /> <br /> 4. If a developer has sought a reallocation which <br /> would shift units to a later year(s) but the Council modified <br /> this request to a year or years later than that requested, that <br /> developer shall have a priority, with respect to seeking to <br /> ~eallocate its project's unit zo earlier years, over developers <br /> <br /> l0 <br /> <br /> <br />
