In order to
facilitate accommodations to changes in market conditions, the
City Council, at the developer's request, may modify the
allocation by moving units either into earlier or later years as
provided below.

A. A developer may apply for a reallocation by filing an
application with the Planning Department, together with any fee
which may be established, prior to the deadlines established for
new development project applications: June 30 for the August
City Council review and December 31 for the February review. The
application shall include the new schedule showing the year or
years for which the developer wishes to be issued building
permits for all units in the project.

1. A request to modify a project's approved
development schedule may include changes to one or more years of
the approved allocation.

2. Requested changes to the approved schedule may
shift units to earlier and/or later years than as provided in the
approved schedule. Requests may include allocations for the
calendar year during which the City Council will review the
proposal as well as any subsequent year.
